Integrated Context

The Kyrgyz Republic’s environmental and economic systems are closely shaped by its mountainous geography and reliance on glacier-fed water resources. These systems underpin agriculture, hydropower generation, and downstream water flows across Central Asia. However, climate change is beginning to alter this balance. Accelerated glacier retreat and shifting precipitation patterns are affecting both the timing and availability of water, with implications for energy production, food systems, and ecosystem stability. Mountain communities are particularly exposed to these changes. Increasingly frequent landslides, floods, and extreme weather events are placing pressure on infrastructure and livelihoods, especially in remote areas with limited access to services. At the same time, pasture degradation— driven by overgrazing and unsustainable land management—continues to undermine livestock productivity, which remains a cornerstone of rural economies. In this context, climate adaptation requires an integrated approach that brings together ecosystem management, water governance, and disaster preparedness. Strengthening local capacities while improving infrastructure and land-use practices will be critical to sustaining both livelihoods and natural systems in Kyrgyzstan’s mountain regions.
